STATUTORY INSTRUMENTS

 

1984, No.4

 

The Constituencies Boundaries Commission Order, 1984, made by the Governor-General under section 65 of the Constitution.

 

WHEREAS it is provided by section 63 (1) of the Constitution that a Constituencies Boundaries Commission for Antigua and Barbuda shall be appointed from time to time to review the number and the boundaries of the constituencies and report to the Speaker;

 

AND WHEREAS under section 63 of the Constitution His Excellency the Governor-General on the 6th day of May, 1983, appointed a Constituencies Boundaries Commission (hereinafter referred to as the Commission) to review the number and boundaries of the constituencies and report thereon to the Speaker;

 

AND WHEREAS in accordance with section 64 (2) of the Constitution the Commission on the 20th day of February, 1984, submitted its report to the Speaker and therein recommended that there should be no change in the present number of seventeen constituencies; that there be no change in the constituencies of St. John’s City West, St. John’s City East, St. John’s Rural West, St. John’s Rural North, St. Mary’s South, St. Philip North, St. Philip South, St. Paul, St. Peter and Barbuda; that there should be established the Constituencies of All Saints East and All Saints West, the boundaries whereof are delineated in the Schedule to the report, to replace the constituencies of St. Luke and All Saints respectively; and that the boundaries of the constituencies of St. John’s City South, St. John’s Rural South, St. John’s Rural East, All Saints East, All Saints West, St. Mary’s North and St. George should be altered as set out in the Schedule to the report;

 

AND WHEREAS a draft of this Order giving effect with modification to the recommendations contained in the report of the Commission was laid before the House for its approval by the Prime Minister on the 23rd day of February, 1984 and was approved by resolution of the House on the same day.

 

NOW THEREFORE,  I, Wilfred Jacobs, Knight Grand Cross of the Most Distinguished Order of St. Michael and St. George, Knight Commander of the Royal Victorian Order, Officer of the Most Excellent Order of the British Empire, One of Her Majesty’s Counsel, Governor-General of Antigua and Barbuda do hereby order as follows

 

  1. Short Title. This Order may be cited as the Constituencies Boundaries Commission Order, 1984.
  2. Constituencies. Antigua and Barbuda is divided into seventeen constituencies, the boundaries whereof are defined in the Schedule to this Order.
  3. Repeals. The Constituencies Commission Order, 1970, (S.R. & O. 1970, No. 18), The Constituencies Commission (Amendment) Order, 1977 (S.R. & O. 1977, No. 14) and Constituencies Commission (Amendment) Order, 1979 (S.R. & O. 1979, No. 36) are repealed.

 

 

SCHEDULE

 

Name of Constituencies

                                               

1. St. John’s City West - All that portion of the Parish of Saint John bounded as follows:-      

 

Boundaries

 

NORTH – by Margetson Avenue and continuing westwards by Fort Road to the sea.

 

 

SOUTH  - by the junction of Newgate Street and Popeshead Street thence westwards along Newgate Street into Wapping Street to the junction where it meets the drain at Wilkinson Cross thence in a southerly direction along the public road lying west of the drain and continuing to the sea.

 

EAST – by the junction of Margetson Avenue and Fort Road and continuing in a southerly direction along the said Fort Road entering into Popeshead Street and continuing to the junction of Popeshead Street and Newgate Street.

 

WEST – by the sea.

 

 

 

2. St. John’s City East – All that portion of the Parish of St. John bounded as follows:-

 

NORTH – by the junction of the Public Road lying to the north of the Oil Refinery at Friars Hill and the Friars Hill Road and running in a westerly direction until it meets the Marble Hill Road and continuing along the Marble Hill Road in a southerly direction generally, then westerly to the junction of the public Road leading to the Anchorage Hotel and the City of St. John.

 

SOUTH – by the junction of Popeshead Street and Newgate Street and running in an easterly direction along the said Newgate Street where it ends at the junction of Newgate Street and Cross Street.

 

EAST – by the junction of Newgate Street and Cross Street and continuing northwards along the said Cross Street, then along the Cemetery Road and Friars Hill Road to the junction of the public road north of the Oil Refinery at Friars Hill and  the Friars Hill Road.

 

WEST – by the junction of the Public Road leading to the Anchorage Hotel and the City of St. John and running in a southerly direction along the said road continuing along Fort Road entering into Popeshead Street and continuing to the junction of Popeshead street and Newgate Street.

 

 

 

3. St. John’s City South - All that portion of the Parish of Saint John bounded as follows: -

 

North – by the junction of the Old Parham Road and Independence Avenue then Westward along Bishopgate Street where it meets at the junction of Bishopgate Street and Cross Street thence south to the junction of Cross Street and Newgate Street.  It then continues westwards along Newgate Street into Wapping Street to the junction where it meets the drain at Wilkenson Cross thence in a southerly direction along the public road lying west of the drain and continuing to the sea.

 

South – from the point on the all Saints Main Road where the estate road from Herberts meets the said road and continuing westwards along the All Saints Road and Bendals cross road then turning right along the American Road to a point located on the said American Road directly opposite Intrade then westwards along a public road to the point where it meets the southern boundary of Ottos Comprehensive School and from that point continuing southwards along a barricade east of the National Bakery and west of the Baptist Church  to Scotland street to the point where it merges into Camacho’s Avenue and continuing southwards on Camacho’s Avenue  to the point where it meets All Saints road  at the Texaco Gas Station.  Then continuing westwards along the all Saints Road to the point where it meets the public road, which is situated north of the Public Market and south of the Triangular portion of land then continuing along the said public road down to the sea.

 

East – by the junction of the Old Parham Road and Independence Avenue and continuing in a southerly direction along Independence Avenue to the junction of the Factory Road at the Cenotaph, then in an easterly direction along the Factory Road to the point where the where it meets Hailes Promenade and from this point in an imaginary straight line which extends to Queen Elizabeth Highway and passing east of the New Parliament Building, then along the said Queen Elizabeth highway in an easterly direction to the junction of the Factory Road and the American Road.  Then Southwards along the said American Road to the junction of the public road which leads to Scotts Hill   then along the Scotts Hill Road leading to the east of the Television Station.  The continuing along the ridge of the Belmont Hill to the point on the said ridge where it meets the boundaries of Herberts and Belmont Estate leading southwards to the All Saints Road to the estate road at Herberts corner where the estate road meets the said All Saints Road.

 

West – by St. John’s Harbour and the sea.

 

 

4. Saint John’s Rural South – All that junction of the Parish of Saint John including the whole of Nut Grove, Golden Grove (West of the Valley Road), Kentish Village (eastside), Ottos Development, Ottos New Town, Radio Range and bounded as follows:-

 

North – in part by the southern boundary of the constituency of St. John’s City South and continuing from that point where Camacho’s Avenue meets the All Saints Road, then in a northerly direction along the said Camacho’s Avenue to the point where Scotland Street starts at the site of Antigua Plumbing and Hardware store and proceeding along the said Scotland Street to a point on the said street which is located at the barricade east of the National Bakery and West of the Baptist Church, then in a northerly direction towards the boundary of Ottos Comprehensive School, and continuing along the said boundary fence in an easterly direction then along the public road to the point on the American Road directly opposite INTRADE.

 

South  – from the junction of the Bendals and All Saints Roads, then continuing westwards along the All Saints Road to the junction with De Souza Road and continuing along the said De Souza to the point where it meets the Valley Road the continuing southwards along the said Valley Road to the parish boundary with the parish of St. Mary at Creekside.

 

East – by a portion of the southern boundary of the constituency of St. John’s City South from the point opposite INTRADE which is located on the American Road and continuing southwards along the said American Road to its junction with the all Saints Road and Bendals Road.

 

West – by the eastern boundary of St. John’s Rural West.

 

 

 

5. St. John’s Rural West – All that portion of the Parish of Saint John including the whole village of Five Islands bounded as follows:-

 

NORTH – by the junction of the Public Road west of the Public Market and the Public Road which is situated west of the Public Market and continuing westwards to the sea and further by St. John’s Harbour and the sea

 

SOUTH – by the Parish boundary with the Parish of St. Mary

 

EAST – by the junction of the Public Road west of the Public Market and the Public Road which is situated north of the Public Market and continuing in a southerly direction along the said Public Road onward onto Kentish Road to Grays Hill and cast of the reservoir to a point where it meets the Parish boundary at Creek Side Development.

 

WEST – by the sea

 

 

 

6. St. John’s Rural East – All that portion of the Parish of St. John bounded as follows:-

 

NORTH – by the junction of the Friars Hill Road and the Old Popeshead Road which leads into the Estate of Cedar Valley (hereinafter referred to as the Cedar Valley Road) and running in an easterly direction along the said road through Cedar Valley Estate to a point that is South of Mount Pleasant (ele 442) then southwards along the Cedar Valley Road then eastwards to the point where it meets the main Public Road leading into New Winthorpes, Barnes Hill and Thibou’s Estate.

 

SOUTH – in part by the eastern boundary of St. John’s City South and in part by the western boundary of St. George.

 

EAST – by the junction of the Cedar Valley Road and the main Public Road leading into New Winthorpes, Barnes Hill and Thibou’s Estate and running in a southerly direction towards Cassada Gardens to the point where it meets the Old Parham Road then eastwards to the junction of the Old Parham Road and the Airport Road and continuing in a southerly direction on the said road to the point where it meets the Factory Road, then westwards along the said Factory Road to Queen Elizabeth Highway where it meets the eastern boundary of St. John’s City South.

 

WEST – by the junction of the Public Road leading into Cedar Valley Estate on the Friars Hill Road and continuing in a westerly direction then southerly along the said Friars Hill Road which forms part of the eastern boundary of the Constituency of St. John’s City East to the point where it meets the eastern boundary of the Constituency of St. John’s City South at Bishopgate Street and Cross Street then continuing along the easterly boundary of the said Constituency of St. John’s City South to a point where it meets Independence Avenue and the Factory Road at the Cenotaph.

 

 

7. St. John’s Rural North – All that portion of the Parishes of Saint John and Saint George bounded as follows:-

 

NORTH – from a point on the High Water Mark at Fort Bay where an extended line from Fort Road meets the sea and continuing northwards, then eastwards along the north shores of the island then in a southerly direction to a point south of Barnacle Point where an extended line meets the High Water Mark from the southern side of Runway 10 at Coolidge or the Army Base.

 

SOUTH – from the point where Fort Road extended meets the sea and continuing east wards along the said Fort Road as far as its junction with Margetson Ave., and thence northwards along the Public Road to where it joins the public road leading to the Anchorage Hotel and continuing along the Marble Hill Road thence by the Public Road lying to the north of the Oil Refinery and the public road leading to Cedar Grove Village to the point where it meets the public road leading through Cedar Valley, then along the said public road through Cedar Valley to a point situated south of Mount Pleasant, then northwards passing the west and north of New Winthropes along the public road to where it crosses the Main Public Road leading to Thibou’s Estate and continuing eastwards to a point where it meets the barricade. From here it goes south until it meets the Public Road leading from Barnes Hill to Coolidge (this road lying to the south of Sugar Mill Hotel) and continuing eastwards along the said road when extended continues along the southern side of Runway 10 at Coolidge, down to the sea.

 

EAST – by the sea.

 

WEST – by the sea.

 

 

 

8. ST. MARY’S NORTH – All that portion of the Parishes of St. Mary and St. John’s including the Villages of Ebenezer, Jennings, Yorks, Hermitage, Dunnings, Brown Hill, Bendals, Emanuel Village, Bath Lodge, Cashew Hill, (East and West) Brown’s Avenue, Martin’s Village, Golden Grove (East of the Valley Road) and bounded as follows: -

 

NORTH – from the point where the Parish boundary of St. John enters the sea at Hanson’s Bay and continuing eastwards along the said Parish boundary to a point on the Valley Road south of Creekside and continuing northwards along the said Valley Road to where it meets De Suza Road then along the said De Suza Road to where it meets All Saints Road opposite the Texaco Gas Station then eastwards along the All Saints Road to its junction with the public road that lead to the Moravian Headquarters.

 

SOUTH – by the northern boundary of St. Mary’s South.

 

EAST – from the junction of the All Saints Road and the public road leading to the Moravian Headquarters and along the said public road and continuing by an imaginary line in a southerly direction passing east of the said Moravian Headquarters and continuing southwards passing east of the Bendals Quarry thence in a southerly direction to Hamilton Dam and to the Parish boundary south of McNish Mountain.

 

WEST – from the point of the High Water Mark near Hanson’s Bay where the parish boundary of St. John meets the sea and continuing along the western shores of the island to Reeds Point which is located at the northern extremities of Jolly Beach.

 

 

 

9. ST. MARY’S SOUTH – All that portion of the Parish of St. Mary including the villages of Bolans, Crabb Hill, Johnson’s Point, Urlings and bounded as follows: -

 

NORTH – from Reeds Point which is located South of Mosquito cove, then in an easterly direction to the bridge which spans the Christian Valley stream on the Valley Road.  Then in a southeasterly direction to the point where the parish boundaries meet south of McNish Mountain.

 

SOUTH – from the Old Sugar Mill at Morris Bay which is located immediately west of the Callaloo Beach Hotel and continuing westwards along the Southern coastline of the Island of Antigua to Johnson’s Point.

 

EAST – from the point where the parish boundaries meet south of McNish Mountain then in a southerly direction to the Old Sugar Mill to Morris Bay which is located west of the Callaloo Beach Hotel.

 

WEST – from Johnson’s Point which is located immediately north of Pelican Island, the same being located near the southern shore of Antigua, then continuing northwards on the coast along the bays of Crabb Hill, Picarts, Ffryes, Valley Church and Lignumvitae Bay, commonly known as Jolly Beach to Reeds Point, which is located at the northern extremities of Jolly Beach.

 

 

 

10. ALL SAINTS EAST AND SAINT LUKE – All that portion of the Parishes of St. John and St. Mary including the villages of Matthews, Swetes, Bishops, John Hughes, Sawcolts, Old Road and that section of All Saints east of the main public road leading to Tyrells Roman Catholic Church and Old Road, and bounded as follows: -

 

NORTH – from the point where the Parish boundaries meet south of McNish Mountain then in a North Easterly direction to Hamilton’s Dam and in part by the Southern and eastern boundaries of All Saints West.

 

SOUTH – from the eastern end of Carlisle Bay then in a north easterly direction passing east of Bishops and then to a point on the Swetes public road and west of the Roman Catholic Burial Ground at Tyrells.

 

EAST – from the point on the public road opposite the Telephone Exchange Building which is located west of Mount Joy and continuing in a southerly direction along the main highway leading to the village of All Saints, then at a point on the said highway at the bridge which is south of the entrance to Freeman's Village, then in a southerly direction passing east of All Saints to a point on the public road that leads to Delaps where the barricade leads to Burke's Estate, thence in a south westerly direction passing just north of Tyrells Roman Catholic Church to the point on the Swetes main highway which is immediately west of the Roman Catholic Burial Ground.

 

WEST – from the point south of McNish Mountain where the Parish boundary meets then in a southerly direction to the Old Sugar Mill at Morris Bay and continuing eastwards along the coastline of the island to the eastern end of Carlisle Bay.

 

 

11. All Saints West - All that portion of St. John, St. Mary, and St. Peter including that part of All Saints west of the main public road leading to Tyrells Roman Catholic Church and the villages of sea View Farm, Freeman’s Village, Clark’s Hill, Buckleys, St. Clare Briggins, Belle View Heights and All Saints road south side, bounded as follows: -

 

North - from the junction of All Saints Road and the public road leading to the Moravian headquarters and continuing eastward along the All Saints Road to a point on the side road where the estate barricade leads to the old Herbert’s Estate House, then in the northerly direction to include Herberts Estate and a small portion of Lightfoot Estate and continuing in an easterly direction to a point located northeast of the village of Sea View Farm then generally in the said direction to a point where it meets the public road near Mount Joy west of the  Telephone Exchange.

 

South - from the junction of the Matthew’s Road and the public road leading to the All Saints Church Rectory and continuing westwards by an imaginary line to Hamilton’s Dam.

 

East - from the point of the public road west of the Telephone Exchange Building at Mount Joy and continuing in the southerly direction on the main highway to the village of All Saints and continuing on the highway of Tyrells Roman Catholic Church to the  point where it meets the road leading to the All Saints church Rectory.

 

West - by the eastern boundary of St. Mary’s North.

 

 

 

12. St Georges - All the portion of the parishes of St. George and St. John including the villages of New Winthorpes, Barnes Hill, Powells, Potters, Pigotts, Osborne, Jonas and Scotts Hill (Eastside) and bounded as follows:-

 

North - by the public road of New Winthorpes and continuing eastwards crossing the main public road that leads to Thibou’s Estate, to the point where it meets a public road, thence southwards along the said public road until it meets the public road leading from Barnes Hill to Coolidge (this road lying to the south of Sugar Mill Hotel) and continuing eastwards along the said road which when extended continues along the southern side of Runaway 10at Coolidge down to the sea.

 

South - by the eastern boundary of St. John’s South

 

East - from the point on the All Saints Road where the estate road from Herberts Estate House meets the said road and continuing in a north easterly direction and passing just south of the factory dam whose exposed concrete face can be seen on the Antiguan Sugar Factory Road, the same being located west of the said factory and continuing along the afore mentioned road westwards to Paynter Pond then proceeding in a northerly direction along the unpaved Public Road that is located East of Paynter’s Estate House, commonly called the Sunny Side School, to a point where the road meets the Old Parham Road and continuing eastwards along the said Old Parham Road to a point where the barricade leads to the Fitches Creek Estate House, then in the north easterly direction passing east of Pigott or Fitches Hill to the Bridge which is located on the St. George’s Church Road – northeast of St. George’s Church then in an easterly direction  to the sea north of St. George’s Church at Winthorpes  Foot Creek.

 

West - from the junction of the American Road and Scotts Hill Road and continuing northwards along the American Road to its junction with the Factory Road then in an easterly direction along the said Factory Road to the point where it meets the Airport Road then continuing along the said Airport Road to where it meets the Old Parham Road at the Texaco Gas Station then westwards along the Old Parham Road then northwards along the Barnes’ Hill Road to the point where the old public leads to Cedar Valley Estate then in a westerly direction along the said estate road then northwards to the point where the road continues westwards to the Cedar Valley Golf Club and where the road leads to New Winthorpes.

 

 

 

13. St. Peter - All the portion of the Parishes of St. Peter, St. George, and St. John including Parham, Pares Village, Sugar Factory, Gunthorpes, Weirs, north Sound, Donavans and bounded as follows:-

 

North - from a point at the sea north of St. George’s Church in the area known as Winthorpes Foot Creek and continuing along the northern coast of Antigua to the point where the stream enters Farleys Bay which is located south of Mercers Creek.

 

South - in part by a portion of the northern boundaries of All Saints East and St. Luke, St. Paul and St. Phillip South

 

East - in part by the sea and in part by the parish boundary with the Parish of St. Phillip (north)

 

West - by the eastern boundary of the Constituency of St. George

 

 

 

 

14. St. Phillip North - All that portion of the parish of Saint Phillip, including the villages of Seatons, Glanvilles, Willikies and Newfield bounded as follows:-

 

North - from the point where the stream enters the sea at Farley Bay and continuing along the High Water Mark eastwards to Brown’s Bay

 

South - from a point south of Big Duers and north of the pond and continuing eastwards along the railroad track until it meets the public road which leads to Mill Reef and continuing eastwards along the said public road and stopping at a point on the said road immediately north of the Methodist Mission House commonly referred to as Lyons manse, thence by an imaginary straight line generally in an easterly direction to where it meets the Pig Point.

 

East - by the sea.

 

West - In the part by the Parish boundary with the Parish of Saint Paul , and in part by the Parish of Saint Peter.

 

 

 

15. St. Phillip South - all that portion of the Parish of St. Phillip including Mill Reef, Half Moon Bay, Montpelier and the whole of the villages of Freetown, St. Phillips, Christian Hill, Bethesda, Lyons and in part Picadilly, bounded as follows:-

 

North - by the southern boundary of the constituency of St. Phillip North.

 

South - in part from a point immediately east of the Government Agricultural Station on the main public road leading to Mamora Bay and continuing along the said public road in an easterly direction to a point on the said road where a public road leads to Crawl Bay and from this point in an easterly direction to the sea at Crawl Point by the sea.

 

East - By the sea.

 

West - in part from the point south of Big Duers and north of the pond in the description of the Northern boundary of St. Phillp North thence in a southerly direction passing east of the ruins at Bodkins continuing southwards and west of the Savannah  Dam at Picadilly to a point on the Mamora Bay road immediately east of the Government Agricultural Station Building at Picadilly thence eastwards along Mamora Bay road.

 

 

16. St. Paul - all that portion of the parish of Saint Paul  including the villages of Liberta, Table Hill, Gordon, Falmouth, English Harbour, Cobbs Cross, Nelson’s Dockyard and bounded as follows:-

 

North - by the parish boundary with the parish of St. Peter

 

South - by the sea

 

East - in part by the western and southern boundaries of the constituency of St. Phillip South

 

West - in part by the parish boundary with the parish of Saint Mary and in part by the constituency of All Saints East and Saint Luke and in part by the constituency of All Saints West.

 

 

17. Barbuda - The island of Barbuda
